I am not a conspiracy theorist, I have heard the stories of officers either not knowing the law or disregarding the law. You pays your money and takes your choice but can it be right and proper that the people that are charged with the running of the licensing regime are, without doubt, looking the other way. Ask yourselves is it just indolence, acting under orders or, heaven forbid, acting correctly and it is the trade that is wrong.
