Consultation on the installation and use of VPIS systems in hackney carriage and private hire vehicles
On 19 January 2009 the Licensing and Appeals Committee approved a policy, application process, minimum specification and private hire and hackney carriage vehicle licence conditions to allow the installation of CCTV cameras in hackney carriage and private hire vehicles.
This policy only relates to CCTV systems that operate inside vehicles and capture images of persons who travel in the vehicles, and the minimum specification for CCTV requires that the area recorded by the camera does not extend outside of the vehicle. A separate policy is, therefore required should the Committee be minded to agree that VPIS systems can be used in Manchester licensed vehicles.
The Council has been approached by a company, Phantom Ltd, a Reddish-based company that provides electronic security and tracking devices for use relating to vehicles, motor homes, caravans, etc. Phantom Ltd is requesting permission from the Council for one of its products, a 'video point of impact system (VPIS), which incorporates outward-facing cameras, to be fitted to hackney carriage and private hire vehicles.
A four-week consultation will now take place with the hackney carriage and private hire trades, in respect of the proposed policy and conditions to allow the installation and use of VPIS systems in licensed private hire (including non standard vehicles and limousines) and hackney carriage vehicles.
