When the Royal Town of Sutton Coldfield, at the City of Birmingham's most northern border, became part of Birmingham under the Local Government Act 1972, the 9 Sutton Coldfield Hackney Carriages that were licensed by the Royal Town at that time, became Birmingham Hackney Carriages. But remember, there were no PH then as it was before the LG(MP) Act 1976. I would think that if Salford became part of Manchester all HCs and PHs would become Manchester licensed vehicles. And anyone wanting a Manchester HC plate will use this convenient vehicle between now and when Salford becomes part of Manchester to get a plate 'through the back door'.
